HOME Rental Housing Program  |
Through a competitive application process of funds
distribution, LHFA provides successful applicants with low-interest
loans to help finance the construction, acquisition and rehabilitation
of affordable rental housing. The HOME application review and funds
reservation process considers the relative housing needs of Louisiana.
The funds are also made available to CHDOs. Projects funded by HOME
have strict requirements for rent controls, income eligibility of tenants
and long-term affordability requirements. Buildings may be on the same
site or scattered sites. HOME has funded the construction of duplexes,
four-plexes, apartments and single-family homes.
HOME projects have deed restrictions running with the land to ensure
affordability regarding income and rent limitations. At a minimum, 90
percent of the HOME funds used for rental housing must assist persons
who have household incomes below 60 percent of the median income. Twenty
(20) percent of the funds must assist persons who have household incomes
below 50 percent of the median income. The rental charge for the HOME-assisted
units cannot exceed the published low HOME and high HOME rents for the
period of affordability. The term of affordability ranges from five
to twenty years and is based upon the type of activity and the investment
of HOME funds per unit.
The Compliance Division of the Agency monitors HOME-assisted projects,
making sure they remain affordable to low income individuals and families.
